Job Title: Administrator    Report to: Board of Trustees
 
Direct, coach, support, and delegate to people who can:
  • Serve adults in a courteous manner.
  • Serve children and have fun.
  • Collect and organize information.
  • Apply technology to increase the internet literacy of our community.
  • Circulate resources using the latest technology.
  • Relate to community leaders and members.
  • Manage money in a responsible manner and post income, expenses, cash flow.
  • Welcome community members (secretary).
  • Custodian to serve a facility (floor space).

 

DEFINE THE ACTIONS AND RESULTS OF THE JOB:

  • Develop, coordinate the delivery of quality services and learning networks to the community.
  • Develop, implement and monitor the annual budget.
  • Ensure that all operations comply with state and local requirements.
  • Implement the policy and decisions of the Board of Trustees.

 

PRE - QUALIFY FOR JOB:

  • Willing and able to manage time, quality of services/products and money.
  •  
    Based on equivalent combination of education, training and experience.
  • Or, acquire within six months of start date.

 

WORK PARAMETERS:

  • Work a flexible time table including evenings, weekends and holidays.
  • If a person threatens the health and safety of others in the workplace then the person is dis-qualjfled from this position.

 

KNOW:

  • State of Ohio Ethics Law.
  • Regulations, policies, and state & national association code of procedures.
  • State and federal employment laws.
  • Able & willing to facilitate problem solving both within and outside of our group.

 

Ethics

  • Organize, prioritize, and coordinate multiple policies and procedures tasks, rules, and regulations.
  • Define problems, collect data, establish facts and draw valid conclusions.
  • Allocate funds based upon availability.
  • Manage using the principles of the creative problem solving processes.
  • Gather, analyze and interpret statistical data.
  • Plan strategy to avoid problems before they occur.
  • Understand the limits of available community resources.
  • Prepare & post on website accurate and concise reports on use of time, money, and quality of service.
  • Develop and administer budget.
  • Manage finances, analize costs and control time, costs, and quality of services.
  • Communicate effectively in oral and written manner -- using the latest Internet tools.
  • Capital facilities planning and form administration.
  • Speak effectively in front of groups.
  • Structure and format data using spreadsheets, documents, blogs, group distribution lists & websites.
  • Search and process data via the Internet and Intranet.

 

Present a professional image to the public.
Maintain a positive work environment with procedures, programming, and for people.
Identify qualified people to:

  • Screen and interview people.
  • Select people.
  • Identify useful actions by others that require coaching and delegation.
  • Identify useless actions by others that require helpful limit setting.
  • Train and develop people to use the creative problem solving processes.
  • Develop working relationships with all people.
  • Operate in an honest, open and responsible manner without duplicity.

 

DISPLAY THE ACTION AND RESULTS -- as follows:

  • FACILITATE OPERATIONS ---------------------------------------------------- 20% of the time:
    • Plan, direct and coordinate operations.
    • Manage operations to meet goals and objectives.
    • Adjust objectives, as needed.
    • Organize services and assign tasks.
    • Develop and recommend policies and procedures to the Board.
    • Implement and administer Board-approved policies.
    • Update and monitor the collection development policy.
    • Evaluate existing actions and collections

 

Develop new actions

  • Protect assets and inventory.
  • Oversee preparation of government reports.
  • MANAGE MONEY ----------------------------------------------------------------- 20% of the time:
    • Develop and collaborate on the annual budget.
    • Direct the development of the capital and operating budgets.
    • Administer the budget, monitor expenses and approve purchase orders.
    • Evaluate and implement cost containment measures.
    • Evaluate projected major expenses and present to the Board of Trustees for review and approval.
    • Seek funding through levies, grants, bequests and other sources -- if needed.
    • Ensure that all contracts comply with advertising and competitive bidding requirements.
    • Oversee preparation for State Audit, every two years.

 

DIRECT, COACH, & SUPPORT THE ACTIONS OF PEOPLE ----- 20% of the time:

  • Define staff levels, interview and recruit qualified applicants and recommend to the Board.
  • Orient people to the useful actions with in-service and development training.
  • Apply performance management of action and results based techiques.
  • Monitor the overall work of people to comply with policies and procedures.
  • Coordinate work schedules.
  • Approve requests for leave.
  • Evaluate the performance of people and maintain proper records.
  • Identify useless actions and harmful results.
  • Ensure useful communication of data to all people.
  • Maintain files on people to provide useful feedback

 

HELP PLAN OUR STRATEGY ------------------------------------------------ 10% of the time:

  • Share in positioning our community to compete in the global information based society.
  • Provides leadership to determine our mission and results of our actions.
  • Develop and direct on-going needs assessment to mearure our % of utilization.
  • Share in the process to state our goals, objectives, and procedures.
  • Identify our future needs and the community and develops plans to meet them.
  • Provide leadership in long-range master plan to meet our identified needs.

 

RELATE TO OUR COMMUNITY ---------------------------------------------- 10% of the time:

  • Provide information and services to meet the needs of our community.
  • Participate in community action and help align community procedures with all 'learning networks'.
  • Respond to community concerns and facilitate the community problem solving process effectively.
  • Assess our response and ability to satisfy the needs of our community.
  • Inform and involve the public to increase awareness of our services.
  • Provide leadership to other community action groups.
  • Meet with individuals and groups concerning problem and solution statements.
  • Post problem and solution statements on a personal website.
  • Refresh and align internal tools, technques, and training with other key public information organizations.
  • Respond to complaints and concerns.
  • Develop and maintains effective relationships.

 

RELATE TO OUR BOARD OF TRUSTEES ------------------------------ 10% of the time:

  • Develop a cooperative, working relationship with each member of the Board of Trustees.
  • Develop ongoing communication with Board members individually and as task forces.
  • Advise the Board on operations, staff, nd financial issues in conjuction with the Treasurer.
  • Develop and recommend policies for adoption by the Board of Trustees.
  • Oversee operational orientation for new Board members.

 

REACH OUT BEYOND THE NORMAL REPEATING PATTERN -- 5%  of the time.

  • Participate in state and national associations and other professional conferences/organizations.
  • Maintain and increase knowledge and skills via meetings & training sessions.
  • Perform additional actions, as requested.

 

MANAGE FLOOR SPACE - IF JUSTIFED BY A NEEDS ANALYSIS:  -- 0%  of the time:

  • Ensure that facilities, grounds, and equipment are SAFE & maintained.
  • Lead and direct major projects to construct and renovate floor space.
  • Evaluate and develop plans to allocate and use building space.
  • Work with contractors, architects, and other professionals, as necessary.
  • Recommend actions and results to the Board of Trustees.
  • Approve purchase orders.
  • Develop capital facilities plan
